Berlin Orders Every Port Crane Moved to Parliament Lawn Until Harbour Funding Is Agreed
The federal maritime coordinator has announced that all cranes from the German seaports will be relocated to the Bundestag grounds as a visible sign that a financing settlement is near.
The federal maritime coordinator has ordered that every container crane in the German seaports be dismantled, loaded onto low-loader trucks and parked on the lawn in front of the Bundestag until an agreement on harbour financing is reached. Work began on Monday at 5 a.m., when the first crane left the Hamburg terminal under police escort and in front of a small crowd of dockworkers who had been told the cranes would return within a week.
The coordinator's office confirmed that the operation is a matter of principle rather than logistics. «Ports cannot lift cargo while the ministries cannot lift their pens,» the office said in a statement read aloud at the Bundestag gate. «The cranes will stand where the decisions are made, so that every member of the committee has to walk past them on the way to lunch.»
Within two days, the Bremerhaven and Wilhelmshaven terminals had stopped unloading, because there was nothing left to lift with. Shipping lines began diverting vessels to Rotterdam and Antwerp, and a queue of more than forty freighters formed off the German Bight. Port workers were reassigned to guard the cranes around the clock, and the Bundestag cafeteria added a crane-shaped pastry to its menu.
Officials at the transport ministry have begun drafting a permanent rule that any future budget dispute involving public infrastructure requires the disputed infrastructure to be placed in public view. The coordinator has not said when the cranes will return. He has said only that the lawn will be reseeded once they go back.
