KYIV — The Ministry of Communities and Territories Development has ordered the installation of 1.2 million solar-powered firefly garden lights in every courtyard, park, balcony, and bomb shelter entrance across Ukraine, a decree that officials describe as «the largest synchronized garden display in human history» and «a direct answer to anyone who thought darkness could win.»

The lights, purchased in bulk from an online retailer at a reported fifteen dollars per set, will be planted by municipal workers, schoolchildren, and off-duty soldiers in a single coordinated night. Each unit is to be angled precisely forty-five degrees toward the nearest window, according to a 340-page installation manual distributed to every village council. «We are not decorating,» said Deputy Minister Olena Marchenko at a briefing. «We are conducting a nationwide rehearsal for the moment the grid comes back. When it does, we will already be glowing.»

Neighborhoods have begun competing for the title of Most Luminous Courtyard. In Lviv, residents have scheduled rotating shifts to polish the panels by hand. In Odesa, a retired sea captain has reportedly trained a flock of pigeons to fly in formation above his building's light array, though officials have not confirmed the birds' participation. The Ministry has also announced a mandatory evening drill called «The Dance of the Fireflies,» in which entire apartment blocks must step outside at 9 p.m. and sway gently while the lights flicker.

«The Russians may take our power,» Marchenko added, «but they cannot take our commitment to whimsical outdoor lighting. That is who we are.»
