Italy Deploys 8,000 Municipal Clerks to Hunt Down Citizens Who Never Claimed Their Bonuses

A new national mobilization orders door-to-door searches for unclaimed benefits, with officials empowered to hand out cash on the spot and citizens required to justify their refusal in writing.

ROME — The Italian government has launched a nationwide operation deploying 8,000 municipal clerks to knock on every door in the country and physically force unclaimed bonuses into the hands of citizens who never asked for them.

The initiative, dubbed «Operation You're Welcome,» was announced after officials discovered that billions of euros in minor benefits were going unclaimed each year because people simply did not know they existed. «We cannot allow this money to sit idle while Italians go about their lives unaware of what they are owed,» said Undersecretary for Administrative Persistence Marco Bellandi. «From now on, a clerk will arrive at your home, explain the benefit, and if you still refuse, you will be required to sign a form stating why you don't want free money.»

Under the new rules, every citizen who declines a bonus must provide a written justification, which will be reviewed by a special tribunal in Perugia. Those who fail to offer a satisfactory reason will be visited again by a second clerk, accompanied by a third clerk whose sole job is to look disappointed. The program has already expanded to include bonuses for things like purchasing a second umbrella, attending a cousin's confirmation, and owning a specific type of doormat.

Local governments have begun converting public libraries into «Bonus Welcome Centers,» where citizens can be matched with benefits they never knew they qualified for. In Milan, the first 400 residents processed were each handed an envelope containing a voucher for a free coffee and a pamphlet titled «You Could Have Had This Years Ago.»

By next month, the government plans to require all citizens to submit an annual declaration listing every bonus they have not claimed, so that clerks can prioritize their visits. «We will not rest until every Italian has received every possible benefit, whether they want it or not,» Bellandi said.
